Mr. Richard Bonner, P.E. - Senior Project Management Expert

Mr. Bonner retired in 2007 from the U.S. Army Corps of Engineers after over 38 years of service. His final position was Deputy District Engineer for Project Management for the Jacksonville District, a position he held from April 1989 until retirement. As the senior civilian in the District, Mr. Bonner provided staff leadership to the District and directly supervised the Project Management Division, responsible for schedules, budgets, and monitoring the planning, design, construction and maintenance of the District’s Civil Works program. Mr. Bonner was the primary interface with other Federal, State and Local Project Partners/Sponsors. Mr. Bonner now brings his wealth of knowledge and experience to BCPeabody.


Mr. Harley Hartley - Senior Contracting Expert

Mr. Hartley brings a lifetime of contracting and acquisition experience to BCPeabody.  He served over 20 years in the Army Acquisition Corps before retiring from the military and joining the Jacksonville District of the Corps of Engineers as Chief, Contracting Division, followed by three years in Europe as Chief, Procurement Division for the Department of Defense Dependent Schools.  Mr. Hartley was the senior contracting officer for the $10.5 billion Everglades Ecosystem Restoration Program, the largest restoration project in the world, supervised 200 concurrent contracts with an annual budget of over $475-million, and provided Operational leadership for emergency contracting effort that supported the $550-million response to three concurrent hurricane disasters in Florida.


Mr. Larry Evans - Senior Environmental Expert

Mr. Evans leads BCPeabody’s Environmental Division.  After 30 years of service in the Corps of Engineers. his final assignment with the Corps was on a voluntary deployment to Afghanistan as Chief of Staff for the Afghanistan Engineer District in support of Operation Enduring Freedom.  Prior to his deployment he served as the Chief of Regulatory Division for the Jacksonville District followed by Chief of Regulatory Branch for the Portland District.  Mr. Evans developed the Corps of Engineers REGULATORY III Prospect Course, which is the training vehicle all regulatory personnel in the Corps have to attend.  He was Lead Instructor for the course from 1995 until his deployment.  Additionally, in 1996, he was appointed to the committee to draft the Federal Regulations for the Corps Administrative Appeals Program.
